I'm trying to figure out this effect, but it has me stumped:
Watch "The nWo's WWE Debut" on YouTube
I'm simply calling it the 'nWo effect'. I would like to recreate the choppyness of the video that WCW/WWE used for the nWo's entrance (the B&W is obviously a no brainer, but I don't need that anyway). It looks like some sort of cinema effect, but I can't find a tutorial in YouTube that matches with this. I usually get a tutorial to create a film look which is just messing with colors when searching for it.
I don't think it skips frames, or does it? What's oddly funny is in the video preview it plays kind of choppy because my computer can't keep up with my edit sometimes, and that's what I'm trying to recreate, but I know it wouldn't render that way.
Editing struggles. Any help would be appreciated. Thanks!

It also looks like there is some sort of flicker effect, you should try and play around with the black and white settings, brightness settings and if you wont the film effect you should try out the filmdamage effect from the sapphire plugin.
Edit: Also, if you mean laggy by choppy, if you are using vegas, you can put that yellow render bit over a part of the video you want to test and pres shift b, it lags less that way.

Is it possible to change the frame rate on just one single clip? I only need it for 1 clip out of the entire project.

Do you use Premiere or Vegas? I don't know about Vegas, but on Premiere its fairly easy. Right click the file (before dropping it into the track), and modify. You'll be able to change it in the popup.

I am more of a premiere guy too as thats all we use in school lol, but I found a video that may help you out.
